While it might not seem like much ever changes, the rules of the road are actually constantly evolving as governments, local authorities and The Highway Code look to ensure driving in the UK is as safe and efficient as possible.
Each year there are new developments that all drivers should be aware of.
In this article, The Windscreen Company will take a closer look at 2025’s driving rule changes.

As soon as the clocks struck midnight and Auld Lang Syne had rang in 2025, a brand new zero emission vehicle mandate came into force here in the UK.
As of the 1st of January 2025, all vehicle manufacturers in the country must now ensure that at least 22% of their new car sales and 10% of new van sales are fully electric.
This is to encourage the transition to more environmentally friendly vehicles and to reduce emissions on the road.
And with the sale of new petrol and diesel vehicles set to be completely banned in the UK from 2035, this is a first step to help manufacturers prepare for this change.
2025 has also been earmarked as the year that advanced driver assistance systems, or ADAS, will become mandatory in all newly manufactured cars in the UK.
From lane-keeping assistance to autonomous emergency braking, these systems are designed to make driving safer for everyone.
No exact date has yet been provided for when this change will occur but it is expected to be this year.
While many changes in recent years have been seen to encourage the take-up of electric vehicles, this new change is removing a previous perk of owning one.
From the 1st of April 2025, electric vehicle owners will no longer be exempt from paying Vehicle Excise Duty (VED). Drivers will need to pay £10 in the first year and then £195 annually after that. And if you own an EV that costs over £40,000, you will also need to pay the expensive car supplement of £410 for five years.
Previously, electric cars also avoided having to pay congestion charges in London. However, this will change from 25th December 2025 when every type of car will need to pay the £15 per day fee – not a welcome Christmas present!
If you own a business that operates company cars, you need to be aware of company car tax rises that are being introduced as of the 1st of April 2025.
Your Benefit-In-Kind (BIK) tax will increase by 1% for all vehicles, going from 2% to 3% for EVs and increasing to a higher rate for fuel vehicles.
